The CRÉ of the Haut-Saint-Laurent Valley acts as the first representative of the Quebec government in matters of regional development. Its first mandate is to encourage regional development, to promote consultation with regional management and labour and to give, if necessary, advice to the government on a territory made up of five municipal regional counties (MRC'S) and two native reserves.
