To accomplish its mission, the CRÉ of the Haut-Saint-Laurent Valley was given a series of mandates 1. Promote consultation of management and labour on its territory. 2. Set up a five-year plan for development, defining, in a sustainable development context, the general and particular objectives of development on its territory. This plan must take into account: young peoples' participation in democratic life and, according to parity and equality, of women's: strategies and general objective of manpower and employment established by the regional council of management and labour in the market place on its territory. 3. Produce notices, memoirs, consultation for the government about development on its territory. 4. Fulfill all mandates given to CRÉ's of Quebec within the framework of the Generations forum of October 2004; Regionalizing government services; Adapting norms and government programs to regional realities;Realizing partnership initiatives (ex.: regional economy fund) 5. Evaluate local and regional planning and development organizations whose financing comes from the government. 6. Conclude specific agreement of regionalization with the government departments or agencies and, if necessary, with other participants, around the priorities laid out in the development five-year plan and ensure a follow-up. 7. Manage the regional development funds.8. Inform the region of the steps taken by the CRÉ in matters of development. |
